On April 9, the Yerevan Municipality invited the public to a discussion scheduled for May 14, 2024, about the foundational document of the city’s master plan. According to Armenian law, documents affecting the environment must undergo strategic environmental assessment (SEA) and public consultations.

The announcement by the municipality failed to meet several legal requirements, including providing a summary, details about the master plan, and information on where to access the document and submit feedback.

Attempts by TIAC to obtain the document through the provided contacts were unsuccessful. The municipality claimed proper notification was given through various means, but participation in the public hearings was minimal, with only eleven representatives from the municipality and related organizations attending, and no public questions were raised.

In contrast, the 2005 master plan underwent a thorough SEA process with multiple public and professional hearings involving around 270 participants. The current process violates both national laws and the Aarhus Convention requirements on public participation and access to information.

TIAC has recommended restarting the public notification and SEA process to ensure effective and substantive public participation in the development of Yerevan’s master plan.
