In her interview to "A1+" Chairwoman Amalia Kostanyan of Transparency International Anti-corruption Center stated that Yerevan City Council Elections were marked by unprecedented electoral fraud. TEC 8 of Malatia-Sebastia was characterized by explicit violations. The falsifiers were so cynical that they were reluctant to conceal anything from the observers. They explicitly discussed the percentage of votes settled to be received by each party, openly staffed ballot, overcrowded, threatened, intimidated and even offered bribes to the observers.

In the opinion of Amalia Kostanyan recounting process and punishing several people in some precincts were superficial actions, while the patrons remain scot-free. The elections were conducted in an atmosphere of intimidation, immorality, cynicism and were marred by pressure, vote buying. If elections in one TEC in a country were carried out in such a way, one may say that they not only failed but also devalued.
