Chairwoman of Transparency International Anti-corruption Center Amalia Kostanyan attended a discussion on "Prospects for Millennium Challenge Account-Armenia compact implementation in Armenia" on April 8, 2009, organized by the Partnership for Open Society Initiative. She analyzed Millennium Challenge Corporation (MCC) assessment of Armenia's performance in Ruling Justly policy category, particularly on civil liberties, political rights and control of corruption and other indicators where Armenia failed to meet the performance standard.

Other speakers dwelt on MCC perspective of government of Armenia requirements of eligibility; reform agenda in the sphere of media and the requirements of guarantees to a fair trial.

The discussion participants came up with a statement, where they stressed the urgent and necessary steps and deliverables to be able to claim true progress and win the trust of the people and the international community.
