On July 3, 2017, during a press conference at “Media Center,” Varuzhan Hoktanyan, Project Director of Transparency International Anticorruption Center presented the results of monitoring of the misuse of the administrative resources and other electoral violations in 2017 Parliamentary Elections in Armenia, conducted by TIAC with the support of Open Society Foundations - Armenia. According to Hoktanyan, electoral violations during the pre-election campaign, including misuse of administrative resources, continue to be the most problematic issue of Armenia’s electoral process. The influence of such violations on the election results is significant and at times may even be decisive: even if the electoral violations are relatively few, the election’s outcome can be largely conditioned by violations during the pre-election campaign.

The monitoring results registered: 90 cases of vote buying; 59 cases of involving civil servants in the works of the election campaign offices during work hours; 53 cases of inner influence on the workers of the education and health sectors and their involvement in the works of campaign offices; 38 cases of yard and street improvement.

The goal of the monitoring project was to bring to light and analyze the manifestations of administrative resource misuse and its causes (which in turn are obvious manifestations of political corruption at the stage of the pre-election campaigns), to encourage transparency and accountability among political role-players, to reveal the flaws of both the electoral regulation field and its implementation process.
