“Haykakan Zhamanak” daily in an article headlined “Can’t they calculate in the Ministry of Finance?” (November 19, 2015 issue) addressed clarification published by the Ministry of Finance on media coverage about the Ministry of Finance Dilijan training center in reply to “Azatutyun” report of November 13, 2015, headlined “State resources “are wastefully used” in the Ministry of Finance Dilijan training center.” The latter presented the opinion of Artak Manukyan, Procurement Expert of Transparency International Anticorruption Center (TIAC) on wasteful use of state resources in the Ministry of Finance Dilijan training center.

“Haykakan Zhamanak” daily particularly says: “Yesterday the Ministry of Finance disseminated clarification attempting to refute the claim. The Ministry of Finance informed about the information expressed by TIAC Expert on the Ministry of Finance Dilijan training center and some inferences by media based on it, telling that the procurement of economic goods for the exploitation of the Ministry of Finance Dilijan training center was conducted without prior publication of the procurement announcements, by negotiation procedure.”

“Haykakan Zhamanak” daily goes on to say., "This is not at all refutation. “Negotiation process” occurs when a department sends biddings to several organizations for obtaining goods or services, and based on their answers decide who should supply the goods. This is not an open competition. This is the shortest and “legitimate” means to make procurement from the preferred person of that department. As for luxurious procurement, the Ministry of Finance not only did not refute but also asserted the claim and brought some groundings for it. “From the very beginning the Ministry of Finance Dilijan training center had an intention to turn the center to regional training institution."
