On July 20, 2015 Media Center hosted a discussion on “The process of constitutional amendments: assessments and observations.” The speakers of the event were Heriknaz Tigranyan, Legal Adviser of Transparency International Anticorruption Center, Artak Kirakosyan, Chairman of Civil Society Institute and Armen Grigoryan, Political Scientist, member of “No pasaran” initiative. On July 15, 2015 the Specialized Commission for Constitutional Amendments adjunct to the RA President published the initial version of draft 1-7 chapters of the Constitution. The speakers answered whether the governance system change was grounded, whether or not the constitutional amendments would solve essential problems, how vital would transition to the parliamentary system of government be.

Heriknaz Tigranyan addressed the necessity of constitutional amendments. The public had certain concerns on constitutional amendments, followed with Concept Papers on Constitutional Amendments, where there were certain provisions of concern. The idea of amendments was not accepted equivocally by the public and professionals, since the constitution as the basic law of the country should be a sustainable document as a guideline for all government bodies and all existing political parties in power. Whereas in Armenia we face constitutional amendments every 10 years which is not a practice to praise. The Constitution should not be amended so much to degrade to the level of a simple law. It was not substantiated how the current Constitution caused or could have caused a governance crisis, which is attempted to bring as a main justification for a new constitution.

She mentioned, "Governance crisis would be possible should the constitutional regulations we currently have faile to provide mechanisms for counterbalance and interaction between authorities. Why we should all of a sudden have switched to a parliamentary system of government, having the same election system and the same mistrust of it.”

According to Armen Grigoryan this is a constitution of reproduction. An attempt is made to conduct constitutional "revolution" in Armenia and establish single-party power by having sustainable majority.
