According to Radio Liberty RA Ministry of Finance paid 102 million AMD to Ucom Telecommunication Company for this year’s fixed-line telephony service some months ago, which is recorded on Single Source Procurement Disclosure section of https://www.e-gov.am. Nearly 120 million AMD was allocated by 2015 budget to the Ministry of Finance for communication service, 102 million of which was transferred to Ucom by Minister Gagik Khachatryan. By the way, its 41% share belongs to his cousin – Aram Khachatryan. Earlier, based on publication by “Hetq” online, Transparency International Anticorruption Center addressed Ethics Commission for High Ranking Officials to find out if there was conflict of interest. Though proceedings were initiated on the issue, the commission decided that there was no formal violation of law.
