Comments by the European Center for Not-for-Profit Law to the draft Law of the Republic of Armenia on Public Organizations
The European Center for Not-for-Profit Law (ECNL), a leading European resource and research center in the field of civil society law based in Budapest, provided its comments to the draft Law of the Republic of Armenia on Public Organizations. ECNL reviewed the current regulation for CSOs in Armenia, as well as participated in public discussions of the Draft Law conducted in Yerevan in March 2015. In January 2015, ECNL submitted its initial comments on two specific issues, the public appeal and the reporting of public organizations.The comments are based on European and international standards in regulation of freedom of association, comparative examples and good practices. The comments are divided into two main parts:
1) General comments that highlight the international standards and the main, conceptual issues; and
2) Detailed comments and recommendations on how to further improve the Draft Law.
