“There are two ways in fight against corruption: regime change or political will”
Under a governmental decree, issued on February 19, 2015, it was decided to set up an anticorruption council and expert commission, and to approve the procedure of the council structure and the activities of the council, expert commission and anticorruption projects monitoring department under RA Government. In that regard "Chorrord Ishkhanutyun" newspaper interviewed Varuzhan Hoaktanyan on the effectiveness of the council’s activity. Hoktanyan reminded that an anticorruption council and commission under it were established still in 2004, which were formally in effect up till now. The result of the Council work is not satisfactory and in the best case the situation might be viewed as stagnation.
The function of the council should be advisory, having no authority to make decisions. Anticorruption project monitoring department and expert commission under the Government staff should provide the needed information to the council. The latter by developing the received information should give advice to the executive body in carrying out anticorruption activities. The new council composition, contrary to the former one, should also comprise representatives from NGOs, Public Council, and MPs from National Assembly factions besides representatives from state institutions.
Varuzhan Hoktanyan does not have much hope regarding serious changes in the council activity in view of the lack of political will. One of the reasons of his skepticism is that the council should not be an independent body. According to Hoktanyan there are two effective measures to fight corruption – either regime change or manifestation of political will by the elite.
