"Fighting corruption in monopolized economy: Will government plan work?"
In his interview to Tert.am, Artak Manukyan, Procurement Expert of Transparency International Anticorruption Center (TIAC) addressed monopolized public procurement system in a monopolized economy, which makes fight against corruption almost impossible. Procurement system in Armenia does not potentially allow competitiveness to develop. Corruption risks in Armenia’s state procurement system are above the average level. Commenting on the Armenian Governmet’s decision to set up an anticorruption council he noted, “It creates extra opportunities for commissioners, allowing them to win bids. So we will thus later acquire the same products for prices higher than envisaged by the budget.”
