Varuzhan Hoktanyan, Executive Director of Transparency International Anticorruption Center gave an interview to http://iravaban.net. He claims that to implement draft 2014-2018 anticorruption strategy real political will is needed, which he does not see at present. For now he sees anticorruption struggle in words, as well as in some not essential, the so called administrative spheres, for instance in e-governance, in taking preventive measures. Enlarging e-governance enables to reduce corruption to some extent, but it does not produce serious qualitative effects.

To approve the anticorruption strategy anticorruption council should be established, with involvement of representatives of executive and legislative bodies, as well as non-governmental organizations. Moreover, two seats are intended for NGOs to be filled by competition. Varuzhan Hoktanyan is convinced that NGOs should not become decision makers but should be engaged as observers, thus ensuring the approach of participating governance. The political responsibility of implementation of the strategy should bear state bodies that implement the strategy.
