On November 4, 2014, Artak Manukyan, Procurement Expert of Transparency International Anticorruption Center presented public procurement system development trends in Armenia in 2011-2014 based on TIAC monitoring results in view of effectiveness, integrity, accountability, transparency and sustainability in procurement. He addressed RA Law on Procurement, which compared to other CIS countries, was closer to EU countries’ legislative criteria, its enforcement practice, and implementation of Armenia’s commitments under World Trade Organization's agreement on government procurement, the potential impact of Armenia’s European Economic Zone membership on the developments of procurement.

According to Artak Manukyan the previous government attempted to create a background of transparency, and regress was recorded since 2014 August regarding information transparency.
