The findings of the study carried out by the Journalists' Club "Asparez" showed that more than half of the cars bought by the government in 2009-2013 were obtained from Toyota-Yerevan LLC, which according to press reports belonged to Sedrak Kocharyan, the son of the second President of Armenia. Transparency International Anticorruption Center (TIAC) monitored public procurement carried out by state authorities in 2011-2013. In his interview to Radio Liberty Artak Manukyan, Procurement Expert of TIAC said that though the Armenian legislation required that priority was given to open procedure when competition was announced and there were several offers, 2/3 of 16 thousand bids made in the mentioned period of time were obtained from a single source.

Annually 130 billiard AMD has been spent on public procurement since 2011. In essence single source procurement is risky in the international procedure. Oftentimes technical specifications are adjusted for a specific commodity, for instance so that no other cars but Toyotas meet the specifications of the commodity to be bought or supposed to be bought.
