"What has law to do...

This is why we do not believe "What has law to do with it? We have worked so hard to provide those votes," said a neighborhood gang member. These words were told to the chairman of precinct election commission when he, pursuant to law requirements, annulled some wrongly marked ballot papers. Those ballot papers bore ticks not in the proper cells but had number 7 marked on them since the bused voters who went to poll after selling their votes were instructed by vote buyers to mark number 7.
