Public Procurement in Armenia in 2011-2012

Description: The project aims at promoting good governance in Armenia in its political, economic and social processes. This will be achieved by fostering transparency, accountability and participation in the fields of elections and procurement through monitoring and analyzing procedures and processes, raising awareness and generating public debate, initiating advocacy and lobbying for appropriate reforms. The Project consists of two parts, including the monitoring of the parliamentary elections to be held on 2012, and monitoring of public procurement via the publication, presentation and dissemination of project findings.
Results: 1. Raised awareness of stakeholders through exposure to monitoring results via mass media. 2. Use of monitoring results to advocate for improvements in the election and procurement systems, for litigation initiated in cases of direct evidence of corruption or other regulatory violations. 3. Drafted recommendations for improvement of legislation, procedures and enforcement related to elections and public procurement in Armenia through advocacy and lobbying efforts. 4. Legal assistance to companies involved or seeking to be involved in public procurement processes in Armenia, especially considering the fact that a new Law on Procurement entered into effect from January 1, 2011.
