Monitoring and Advocacy for the Improvement of Procurement Practices by Armenian Public Entities

Description: The project aims at identifying the gaps and shortcomings in the Armenian legislation on public procurement, assessing the implementation of the procurement legislation in practice, identifying corruption risks and malpractices in procurement processes conducted by Armenian governmental and municipal entities and developing recommendations aimed at the prevention of those risks, and advocating for the improvement of legislation and practices of procurement processes. With the support of the project, TIAC will monitor the legislation on public procurement, monitor and analyze processes of single-source procurement and large-sum procurement, develop recommendations based on the results of the monitoring and advocate for the implementation of those recommendations. In addition, TIAC, in the framework of this project will also monitor government’s activities aimed at the introduction of the new platform of electronic procurement.
Results: Raised awareness of stakeholders on the manifestation of corruption and misbehavior in the public procurement processes, improved understanding of corruption risks by relevant stakeholders, increased commitment and engagement of decision-makers to address identified deficiencies and corruption risks in public procurement, and improved cooperation among stakeholders in the area of public procurement.
