Monitoring of Armenian Public Procurement in 2016-2017

Description: The goal of the project is to contribute to the formulation and implementation of effective anti-corruption policies in Armenia through promoting transparent and accountable management of public finances. It is achieved through identifying the gaps and shortcomings of the Armenian legislation on public procurement; assessing implementation of the procurement legislation in practice; identifying corruption risks and malpractices in procurement process; promoting the recommendations. Appeals system, single source procurement, framework agreements and procurement for military are subjects of the public procurement monitoring.
Results: Improved understanding of corruption risks by relevant stakeholders; raised awareness of stakeholders through exposure to monitoring results via the mass media by signaling wrong behavior and providing advice/opportunity for improving performance; improved cooperation among stakeholders of the public procurement; increased commitment and engagement of decision-makers to address identified deficiencies and corruption risks in public procurement.
