On June 8, 2014, local government elections were held in a number of communities in Armenia. The representatives of “Citizen Observer” Initiative member “Europe in Law Association,” Journalists' Club "Asparez," and Transparency International Anticorruption Center non-governmental organizations participated in the elections as observers and mass media representatives. Nearly 22 observers and journalists monitored the voting and vote counting processes in 12 precincts of 9 communities of the Republic of Armenia.

The following violations were recorded as a result of observation: violation of the secrecy of vote (15/1 Davtashen Village, 23/1 Shorzha), violation of the proxies’ rights (23/1 Shorzha), guiding of the voters or illegal assistance (23/1 Shorzha), transportation of voters and/or gatherings near the precinct (23/1 Shorzha, 37/5) refusal to register the violation in the journal of records (36/1 Goris).

Three ballot envelopes exposed in (Goris) in 37/5 precincts (Goris), one of which was empty gave reasons to suspect of carousel voting in the precinct.
