“Corruption Risk Assessment in General Education Sector in Armenia” research was presented and discussed on March 17, 2017. The research was carried out jointly by Transparency International Anticorruption Center and the Institute of Public Policy NGOs within the framework of USAID supported “Engaged Citizenry for Responsible Governance” Project.

Sona Ayvazyan, Executive Director of Transparency International Anticorruption Center (TIAC), Karine Harutyunyan, Deputy Minister of Education and Science of Armenia, Deborah Grieser, USAID/Armenia Mission Director and Arevik Anapiosyan, Director of the Institute of Public Policy (IPP) welcomed the capacity audience with opening remarks.

Avetik Mejlumyan, IPP Expert examined paid classes in general schools. Arevik Anapiosyan presented inclusive education in the context of current reforms and Hovhannes Hovhannisyan, another IPP Expert addressed policies of developing and selection of school textbooks.

The research revealed a number of issues in the following fields of general education causing corruption risks, including

  • paid classes in general schools focusing on conflict of interest and other corruption related abuses
  • inclusive education in the context of funding, effectiveness of expenses, assessment of special conditions of pupils’ education and other problems
  • publication of textbooks in view of development and selection of textbooks, the activity of competition commissions and other issues
