Nations in Transit (NIT), Freedom House's annual study of reform in 29 former Communist countries and administrative areas of Europe and Eurasia, released its 2007 reports and ratings on June 14. Among other important issues, NIT report on Armenia focuses on corruption. Assessments of the authorities' progress in addressing corruption have generally been negative.

The report says that in October 2006, CRD/TI Armenia published an evaluation of the government's anticorruption policy over the previous three years. Negative conclusions included the absence of political will, lack of institutional autonomy among the country's anticorruption institutions, poor law enforcement, and the low level of public participation in policy making. In a survey of 1,500 households, the areas considered most corrupt were the police, courts, and the prosecution system.
