According to 2009 Index of Economic Freedom published on January 13, 2009 by U.S. Heritage Foundation and "The Wall Street Journal," Armenia's overall score remains unchanged from last year. As a moderately free country, its economic freedom score is 69.9, making its economy the 31st freest in the 2009 Index. Nevertheless, corruption is perceived as widespread in Armenia and it remains a problem in such critical areas as the judiciary, tax and customs operations, health, education, and law enforcement. Petty corruption pervades society.

The 2009 Index of Economic Freedom covers 183 countries across 10 specific freedoms such as investment freedom, business freedom, freedom from corruption, property rights. Though Armenia is ranked 18th freest among the 43 countries in the Europe region, and its economy is considered to be freest in CIS, widespread corruption and weak protection of property rights continue to hamper its economic activity. Each of the 10 freedoms is graded using a scale from 0 to 100, where 100 represents the maximum freedom.
