Three officials from the Ministry of Health were arrested on suspicion of making and using false health resort vouchers, whose Deputy Minister Vahan Poghosyan described them as "skilled and professional employees." TIAC research coordinator Diana Ter-Stepanyan, who published a report about the risks of corruption in the Healthcare System told “Azatutyun” that such arrests will inspire confidence only if other than mid-level officials, senior officials are also included and not ignored.

According to Diana Ter-Stepanyan, if mid-level officials conduct any fraudulent activities they do so under the supervision of senior level official, or at the least not without their knowledge. “Until serious steps are taken to hold senior level officials accountable, these arrests will not inspire enough trust in the real fight against corruption.”

In the report discussing the risks of corruption in the Healthcare system, experts from the anti-corruption center state that, in cases of state-funded treatment, patients are often forced to pay for treatment, or discover that referral treatment institutions do not work, or patients are often told that their state-funded treatment has expired. According to Diana Stepanyan, “because the patient does not understand the basis of their state-funded treatment, when they are told their treatment has expired they naturally believe them, and end up paying for their treatment themselves. While it is not that the state-funded treatment has expired, but rather the registration period of that year...No health facility wants to transfer its resources to another health facility, so that a patient registered at their facility, who is supposed to receive state funded treatment is actually able to receive free treatment.”
