PARLIAMENTARY ELECTIONS 2007

The National Assembly (Parliament) of the Republic of Armenia, according to a 2005 constitutional amendment, is elected once every five years. Members of Parliament are chosen by the electorate through both proportional list and direct majority votes. In the proportional list contest, a political party must receive at least 5% of the national vote to gain a representation in the National Assembly (NA). Whereas directly elected candidates, party-affiliated or not, must receive the highest percentage of votes in their respective electoral districts.

Between 2002 and 2006, the Electoral Code underwent major revisions that, among other items, changed the procedures for nominating Central Electoral Commission (CEC) members and increased the number of seats determined by party lists in proportion to those by majoritarian votes. Effective as of March 2007 is another amendment which annuls the right of Armenian citizens to vote outside the national borders of Armenia. These changes have generally been well received by international organizations such as OSCE, ODIHR, and CoE Venice Commission as positive steps towards an institutionally sufficient legal framework for fair democratic elections.

The 2007 Parliamentary Elections were held on May 12, 2007, following a pre-electoral campaign that officially commenced on April 8. With a voter turnout of 59.99% (1,391,540 votes), these elections were the first national ballot since Armenia signed its Action Plan which declares commitment to the "standards and values" of the new European Neighborhood Policy. International delegations, local monitoring teams, as well as long and short term observers were deployed throughout Armenia to observe and assess the electoral process.

CRD/TI Armenia engages in monitoring party finance and use of administrative resources, as well as media coverage in 12 newspapers on relative issues, to bring to light any irregularities that may compromise the fairness and legitimacy of these elections.
